* Remove all redundant empty lines in functions/procedures/views migrations

! The commit require full clean and migrate DB because of changing order of deploying.

- sql refactoring
- fix incorrect function's Сase (handler/map.php)
- fix group attaching (incorrect attaching/deattaching)
